UAE Vehicle Recall Rules 2027: Ignore a Recall, Face a Block

Quick answer

  • From 1 January 2027, UAE licensing authorities can block transactions on a car whose owner ignores a manufacturer recall, under Article 122 of Cabinet Decision No. 174 of 2026.
  • The block is tied to the vehicle’s chassis number (VIN), and it is one of the measures authorities may use, not an automatic penalty.
  • Car agents in the UAE must notify the licensing authority of every recalled VIN, announce recalls in the media and repair recall defects free of charge.
  • No fine amount and no deadline for owners to respond are set out in Article 122.

New UAE vehicle recall rules taking effect on 1 January 2027 mean that ignoring a recall notice from your car’s dealer could see procedures and transactions on that car blocked. The change affects every car owner in the country, along with the commercial agents who sell and service each brand.

What the new UAE vehicle recall rules say

The rules sit in Article 122 of the Executive Regulation of Federal Decree-Law No. 14 of 2024 on the Regulation of Traffic. The regulation was issued as Cabinet Decision No. 174 of 2026 on 6 October 2026, published in issue 833 of the Federal Official Gazette on 14 October 2026, and comes into force on 1 January 2027. It replaces the rulebook issued under Ministerial Decision No. 130 of 1997.

Article 122 deals with vehicles recalled because of manufacturing defects. It sets six obligations, split between the commercial agent (the official UAE distributor of a car brand) and the licensing authorities that register vehicles in each emirate.

WhoWhat Article 122 requires
Commercial agentTrack manufacturer announcements about defects and identify affected vehicles that are in the UAE
Commercial agentGive the licensing authority and the consumer protection authority the VINs of recalled vehicles, the reason for the recall and the approved fix
Commercial agentAnnounce the recall through the media
Licensing authoritiesSet up a system with agents and the consumer protection authority to find the names and addresses of affected owners
Licensing authoritiesIf owners do not respond, take measures to make sure they do, which may include blocking any procedure or transaction on the affected chassis number
Commercial agentRepair announced defects free of charge, with spare parts and qualified staff available, without harming customer satisfaction

What it means for drivers

From 2027, the regulation links the recall directly to your car’s registration record. If your car is on a recall list and you do not take it in, the licensing authority can stop transactions on that chassis number until you do.

The regulation does not list which transactions can be blocked, and it does not set a deadline for responding. It also leaves the choice of measures to the licensing authorities, so the exact approach may differ from one emirate to another. What it does make clear is that the repair itself must cost the owner nothing.

The traffic law also lets authorities send a car for inspection outside a recall. Under Article 27 of Federal Decree-Law No. 14 of 2024, the licensing authority may recall any vehicle for re-inspection, and traffic police may refer a car for a technical inspection whenever road safety requires it. If the car fails, the owner is told not to use it until the faults are fixed and it passes again. Owners pay inspection fees for only one inspection even if several re-inspections are needed, and they can appeal the result to the licensing authority within 10 days.

Article 121 of the new regulation adds what happens after a police referral:

Inspection resultWhat happens to the owner
Reason for referral confirmedOwner must repair the faults, pay any towing or transport costs and bring the car back for another inspection
Reason for referral not confirmedCar is cleared for the road and the owner pays no inspection or transport costs

Practical tips for car owners

  • Keep your phone number and address up to date with your car’s dealer and on your registration record, so a recall notice actually reaches you.
  • If you bought the car used, ask the brand’s UAE agent to check its VIN for any open recalls.
  • Book the recall repair as soon as you get a notice. Under Article 122 the agent must fix announced defects free of charge.
  • Keep the job card or service record showing the recall work was done, in case a transaction is held up later.
  • Before your next registration renewal in 2027, check that there are no open recalls on your car.

FAQs

When do the new UAE vehicle recall rules start?

They start on 1 January 2027, when Cabinet Decision No. 174 of 2026 comes into force. The recall rules are in Article 122 of that regulation.

What happens if I ignore a car recall in the UAE?

The licensing authority must take measures to make sure owners respond. These may include blocking any procedure or transaction on the chassis number of the recalled car, but the regulation does not make this automatic.

Do I have to pay for a recall repair?

No. Article 122 requires the commercial agent to repair announced manufacturing defects free of charge. The agent must also make sure spare parts and qualified staff are available.

Is there a fine or deadline for responding to a recall?

Article 122 does not set a fine or a deadline for owners. The measures are left to the licensing authorities, so details may follow from each emirate.

Can I appeal a failed technical inspection?

Yes. Under Article 27 of Federal Decree-Law No. 14 of 2024, the owner can appeal the inspection result to the licensing authority within 10 days. The authority’s decision on the appeal is final.
