UAE Drivers Face Nine-Hour Driving Limit From January 2027 Under New Traffic Rules

Motorists across the UAE will be restricted to nine hours of driving within any 24-hour period, with new federal regulations also prohibiting driving while fatigued.

The UAE will introduce a nine-hour driving limit within any 24-hour period from January 1, 2027, under Cabinet Decision No. 174 of 2026. The rule applies to motorists across the country, not just professional or delivery drivers. The new regulations aim to improve road safety by addressing driver fatigue, vehicle conditions and passenger protection.

  • Location: Across the UAE
  • Organisation: UAE Cabinet and Ministry of Interior
  • Effective date: January 1, 2027
  • Who is affected: All motorists, professional drivers and delivery operators
  • Business impact: Additional compliance requirements for professional transport and delivery services
  • What’s next: Federal traffic authorities will implement the new requirements from January 2027.

Driving in the UAE will come with a new time restriction from January 1, 2027. Under the UAE’s new traffic regulations, motorists cannot drive for more than nine hours within any 24-hour period. The rule forms part of Cabinet Decision No. 174 of 2026, which introduces the implementing regulations for Federal Decree-Law No. 14 of 2024 on traffic regulation.

Announced on November 4, 2026, the changes apply to drivers generally, rather than only truck drivers, delivery riders or other professional motorists. The regulations also prohibit driving when fatigue or exhaustion affects a person’s ability to operate a vehicle safely.

The wider changes cover vehicle registration, child passenger safety, electric scooters, bicycles and professional driving activities.

What Is the Nine-Hour Driving Limit Under the UAE’s New Traffic Rules?

Article 7 of the new regulations sets a maximum driving period of nine hours within any 24-hour period. This means motorists must keep track of their total driving time rather than treating the restriction as a limit on one continuous journey.

The rule applies to ordinary motorists as well as people who drive professionally. It is not limited to commercial transport operators or delivery personnel.

The Federal Traffic Council also has the authority to amend the nine-hour limit under the new regulations.

However, the legislation does not mean drivers can continue driving until they reach the nine-hour maximum. A separate provision prohibits motorists from driving when they are too tired or exhausted to operate their vehicles safely.

For example, someone who starts feeling drowsy after four hours behind the wheel must stop driving, even though they remain below the permitted driving limit.

The regulations do not currently specify how authorities will monitor individual driving hours, whether mandatory rest intervals will apply or what separate penalty will be imposed for exceeding the nine-hour limit.

Why Is the UAE Introducing New Rules to Prevent Driver Fatigue?

Driver fatigue remains an important road safety concern in the UAE, particularly for motorists covering long distances or spending extended periods behind the wheel.

According to Ministry of Interior statistics reported in May 2026, the country recorded 20 traffic accidents linked to driver fatigue and drowsiness in 2025.

The figures show a gradual decline in fatigue-related accidents over four years:

  • 2022: 37 accidents
  • 2023: 29 accidents
  • 2024: 27 accidents
  • 2025: 20 accidents

This brought the total to 113 fatigue-related accidents between 2022 and 2025.

Although the annual figure declined, the incidents highlight the risks associated with driving while tired. Fatigue can affect concentration, reaction time and a driver’s ability to respond to sudden changes on the road.

RoadSafetyUAE has also highlighted common warning signs, including repeated yawning, sore eyes, delayed reactions, difficulty maintaining a lane and struggling to remember the last few kilometres of a journey.

The organisation recommends getting seven to eight hours of uninterrupted sleep before travelling and taking regular breaks during longer journeys. Its guidance also advises motorists to stop safely when they feel tired rather than relying on music or fresh air to stay alert.

What Other Road Safety Requirements Will Take Effect in 2027?

The nine-hour driving restriction is one part of a wider update to the UAE’s federal traffic regulations.

Article 7 also strengthens existing responsibilities for motorists. Drivers must avoid distractions, including unlawful mobile phone use, and cannot operate vehicles under the influence of alcohol, narcotics or psychotropic substances.

They must also check that their vehicles are roadworthy before starting a journey. Drivers and all passengers, including those in rear seats, must wear seat belts.

The regulations also introduce additional requirements for child passenger safety. Under Article 11, children aged four and under must travel in suitable child safety seats that match their height and weight. These seats should be installed in the rear of the vehicle and meet applicable safety standards.

Another change concerns electric scooters and other personal mobility devices. The new framework introduces permit requirements for certain devices, with the minimum age for relevant permits set at 15. Permits are valid for three years.

These measures form part of the UAE’s wider approach to managing different types of road users as personal mobility devices become more common.

What Do the New UAE Traffic Rules Mean for Delivery and Professional Drivers?

The new regulations also introduce specific requirements for professional drivers and delivery operators under Article 10.

Professional drivers must hold a valid professional driving permit and present it to authorities when requested. They must also log into approved systems installed in their vehicles and follow the relevant operating instructions.

Delivery riders will face additional requirements while carrying out their duties.

Under the new rules, motorcycle delivery riders cannot carry another passenger while making deliveries. They are also prohibited from using backpacks to transport orders and must instead use approved delivery equipment.

Delivery drivers must wear the prescribed uniform and maintain a presentable appearance.

These requirements are particularly relevant to food delivery companies, courier businesses and other last-mile service providers operating across Dubai and the wider UAE. Companies may need to review their existing procedures to ensure their drivers and vehicles meet the updated requirements.

What Other Changes Will Affect UAE Vehicle Owners?

The new regulations also introduce changes to vehicle registration.

Under Article 89, individual residents can register up to two vehicles without additional fees. Any further vehicles will attract an additional fee, subject to a maximum of five vehicles registered to one resident.

Article 98 also allows eligible light vehicle owners to apply for a two-year registration period instead of renewing annually. This option is subject to approval by the relevant licensing authority.

It applies to vehicles that were brand new when first registered and are no more than six years old from their manufacturing date.

These provisions add to the wider changes introduced under Cabinet Decision No. 174 of 2026, which covers driving, vehicle licensing, personal mobility and road safety.

The nine-hour driving limit gives UAE motorists a clearer framework for managing time behind the wheel. It also places greater emphasis on recognising fatigue before it affects road safety.

For residents, the changes mean paying closer attention to driving hours, vehicle conditions, seat belt use and child passenger safety.

Professional transport operators and delivery companies will also need to ensure their drivers hold the required permits and follow the updated operating conditions.

The new requirements are scheduled to take effect on January 1, 2027. Motorists should follow announcements from the Ministry of Interior and relevant traffic authorities for further details about implementation and enforcement.
