UAE Doctors Speed Limit 2026: How Approved Doctors Can Drive 40 km/h Over the Limit

Last updated: 3 November 2026

Yes, there is a UAE doctors speed limit exemption, but it is narrow. Under the Ministry of Interior’s Bin Wariqa service, approved doctors heading to a medical emergency can drive up to 40 km/h above the posted limit and use the hard shoulder and bus lanes. Here is exactly who qualifies and how it works.

In short

  • The exemption is part of the Ministry of Interior’s Bin Wariqa service, launched in July 2020.
  • Approved doctors on an emergency call can drive up to 40 km/h over the limit and use the hard shoulder and bus lanes.
  • Only doctors in 13 approved vital specialties who hold a valid UAE licence and have completed emergency driving training qualify.
  • Their cars display a green triangular sign so other drivers know to make way.
  • A new decision on road priority for essential service vehicles was reported on 2 November 2026; official text is still awaited.

Can doctors exceed the speed limit in the UAE?

Only approved doctors, and only while responding to a real medical emergency. Every other driver, including doctors who are not registered on the service or who are simply commuting to work, must stick to the posted limits.

The rule comes from the Ministry of Interior’s Bin Wariqa service. Speaking on the ministry’s Interior Podcast in May 2025, Colonel Dr Saeed Mohammed Al Dhahouri, the MOI’s Director of Service Development, said registered doctors may drive up to 40 km/h above the posted speed limit, use the road shoulder and bus lanes, and get support from traffic patrols and the operations room. He said the framework for the shoulder exemption is set by Ministerial Decision No. 248 of 2020.

So if a car showing a small green triangle flies past you on the highway, it may well be a specialist doctor on the way to an emergency, not someone trying their luck with the radars.

What is the Bin Wariqa service?

Bin Wariqa is a Ministry of Interior service that helps approved doctors get through traffic and reach hospitals quickly when a patient needs them. It was launched in July 2020 under the directive of Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior.

The service sits inside the MOI app as an icon for approved specialists. When a doctor is called to an emergency and traffic is heavy, the app connects them to the police operations room in the emirate they are driving in. The operations room can then follow the trip and coordinate with patrols on the route.

The idea is simple: in a cardiac arrest, a stroke or a major trauma case, the minutes a specialist spends stuck in rush-hour traffic matter. Bin Wariqa gives that doctor a legal, monitored way to move faster, instead of leaving them to choose between a fine and a patient.

Which doctors are eligible for Bin Wariqa?

The Ministry of Interior says the service is open only to doctors in 13 approved vital medical specialties. On top of the specialty, every doctor must meet the conditions below.

RequirementWhat it means
Approved specialtyThe doctor must work in one of the 13 vital specialties approved for the service
Prior approvalThe doctor must be approved to use the service before using it
Valid medical licenceA current medical licence to practise in the UAE
Emergency driving trainingCompletion of a certified training course on emergency driving

The ministry has not published the full list of the 13 specialties in the material we reviewed, so we have not listed them here. If you are a doctor and think you may qualify, your hospital or the Ministry of Interior is the right place to check.

What traffic exemptions do approved doctors get?

Approved doctors on an emergency trip get three main exemptions, plus live support from the police. These apply only during the emergency, not for everyday driving.

Exemption or supportDetails
SpeedUp to 40 km/h above the posted speed limit
Hard shoulderUse of the road shoulder to pass stationary or slow traffic
Bus lanesUse of lanes reserved for buses
Police supportGuidance from the MOI operations room and help from traffic patrols

It is worth being clear about what this is not. It is not a blanket licence to drive recklessly. Doctors have to complete emergency driving training before they are approved, and the operations room is aware of the trip. The ministry’s message is about getting there fast and safely.

How does a doctor activate Bin Wariqa?

The doctor activates the service through the MOI app when a hospital calls them in for an emergency. According to the Ministry of Interior, the process works like this.

  • The hospital calls the doctor in for an emergency case.
  • The doctor opens the Bin Wariqa icon in the MOI app, which links them to the police operations room for the emirate they are in.
  • Before setting off, the doctor fits the green triangular sign to the car so other road users can recognise it.
  • The operations room follows the trip and coordinates with traffic patrols where needed.

What does the green triangle on a car mean in the UAE?

A green triangular sign on a car shows that the driver is a doctor using the Bin Wariqa emergency service. The Ministry of Interior says doctors place it on the vehicle before moving so that other drivers can identify the car and make way for it.

If you see one in your mirror, treat it the way you would treat any priority vehicle. Move over when it is safe, do not brake suddenly in front of it, and never follow it onto the hard shoulder or into a bus lane. The exemption belongs to the doctor, not to the cars behind.

What does UAE traffic law say about road priority?

UAE federal traffic law already gives some vehicles priority over everyone else on the road. Article 6 of Federal Decree-Law No. 14 of 2024 on Traffic Regulation lists vehicles that take priority in all cases, including official processions, civil defence vehicles on duty, vehicles transporting patients and casualties, military convoys and police vehicles using sirens and lights.

The same article also covers essential service vehicles, and says these are the ones designated by a resolution of the Minister. That is the legal route through which services such as Bin Wariqa sit within the wider traffic law. The law also requires drivers to follow the instructions of the traffic authorities during emergencies, disasters and crises.

Is there a new road priority decision in 2026?

A new decision has been reported but not yet officially published. On 2 November 2026, the Arabic daily Al Khaleej reported that it had reviewed a decision on road priority for vehicles that provide essential services, setting out obligations for authorised drivers and conditions for doctors.

At the time of writing, the Ministry of Interior and WAM have not released the decision or its number, so we are not repeating its reported details here. We will update this article as soon as the official text is out. Until then, the rules above, as confirmed by the Ministry of Interior, are the ones to go by.

Does Bin Wariqa actually make a difference?

According to the Ministry of Interior, yes. In May 2025 the ministry said registration had reached 97 per cent of the doctors it was targeting, and that the service had cut expected arrival times by 30 per cent.

Those are the ministry’s own figures, and the ministry has not shared how they were measured. Even so, the logic holds up on any weekday evening on Sheikh Zayed Road or the Dubai to Sharjah stretch: when a specialist is needed in theatre, a legal and monitored way through traffic can make a real difference to a patient.

What should other drivers keep in mind?

For the rest of us, nothing changes: the posted speed limit is still the limit, and the hard shoulder is still off limits. Our tips for sharing the road with priority vehicles:

  • Check your mirrors regularly on highways so you spot priority vehicles early.
  • Move over to the right when it is safe; do not stop dead in a live lane.
  • Never use the hard shoulder or a bus lane to follow a priority vehicle. That is a fine for you, not an exemption.
  • Speed limits on many roads have changed recently, so check our guide to Dubai’s new speed limits on five roads.

The Ministry of Interior has not yet published the text. Social Kandura will update this article once official details are released.

Can ordinary drivers use the hard shoulder or bus lane in an emergency?

No. The exemption applies only to authorised drivers on an approved emergency trip. Other motorists who drive on the hard shoulder or in a bus lane face fines and black points under UAE traffic rules.
