Dubai Ranks No. 5 Globally for Economic Opportunities in New 80-City Study

Dubai has secured fifth place globally for economic opportunities, while also ranking among the world’s leading cities for social connections and digital government services.

Dubai has ranked No. 5 globally for Economic Opportunities in Boston Consulting Group’s (BCG) latest Cities of Choice 4.0 study, which compares 80 cities worldwide. The emirate also placed ninth for Engagement with Governments and 12th for Social Capital, while ranking first globally for the Social Connections sub-dimension. The findings highlight Dubai’s position as a major destination for residents, businesses, investors and international visitors.

Dubai ranks fifth globally for economic opportunities in BCG’s Cities of Choice 4.0 study of 80 cities, making it the only Middle Eastern city in the global top five for this category. The study, published by Boston Consulting Group, assesses cities across economic opportunities, livability, social capital, engagement with governments and speed of change. BCG said Dubai’s economic ranking was supported by household incomes, business sentiment and its strong presence of global companies.

Why did Dubai rank No. 5 for economic opportunities?

BCG placed Dubai fifth for Economic Opportunities, behind London, Zurich, Paris and Atlanta.

The study found that Dubai residents reported above-average confidence in areas including career development and financial accessibility. BCG also pointed to the city’s strong corporate presence and positive business sentiment as factors supporting its position.

The ranking is specifically for economic opportunities, rather than an overall global city ranking. BCG assesses each of its five dimensions separately, giving a broader picture of how residents experience their cities.

The findings are also relevant to Dubai’s wider investment performance. According to Dubai Media Office, the emirate attracted 1,253 announced greenfield FDI projects in 2025, a 10.5% increase from 2024. Dubai retained the No. 1 global position for attracting greenfield FDI projects for the fifth consecutive year.

Dubai also ranks No. 1 for social connections

Economic opportunity was not the only area where Dubai performed strongly.

BCG ranked Dubai 12th globally for Social Capital, the highest position among the Middle Eastern cities included in the study. More notably, Dubai ranked first globally for the Social Connections sub-dimension.

The measure looks at factors such as how often residents meet friends, participate in their communities and show social generosity. BCG said UAE cities performed above the global norm across the social connection indicators included in the research.

For residents, this adds another dimension to Dubai’s appeal beyond jobs and business. The city’s large international population, events calendar, leisure venues and community activities all contribute to the everyday social experience measured by the study.

How did Dubai perform on government services?

Dubai also ranked ninth globally for Engagement with Governments.

BCG’s category covers areas including digital public services and residents’ satisfaction with government delivery. The study found the UAE among the stronger-performing markets globally in this area.

The finding reflects Dubai’s continued focus on digital government services, where residents can complete many public transactions and access services online rather than relying entirely on physical government centres. BCG also noted a broader global improvement in residents’ ability to use online tools to resolve city-related issues.

Dubai’s investment figures add context to the ranking

The BCG results come as Dubai continues to record strong investment activity.

Dubai Media Office reported that greenfield FDI projects in 2025 generated an estimated 38,918 jobs, while greenfield FDI capital reached AED 32.43 billion. The projects covered sectors including business services, tourism, transportation and warehousing, software and IT, financial services, manufacturing and consumer products.

At the wider UAE level, the country attracted AED 177.3 billion in FDI inflows in 2025, according to the UNCTAD World Investment Report as cited by Dubai Media Office. The UAE ranked ninth globally among destinations for inbound FDI.

These figures provide wider context for BCG’s findings on economic opportunity and Dubai’s ability to attract international companies and investment.

What does the study say about tourism and leisure?

Dubai’s performance also extends beyond employment and business.

BCG identified Dubai as having the highest inbound visitor spending among the 80 cities assessed. The city was also one of only two, alongside Istanbul, that significantly outperformed peers on international flight connectivity.

The study highlighted the growing overlap between business and leisure travel, an area where Dubai has built a strong position through its international connectivity, hotels, attractions and business events.

BCG also found that Dubai and Abu Dhabi were the only two cities specifically identified in its global summary as leaders in the amount of time residents spend at leisure locations, with residents spending an average of around nine to 10 hours a week at such venues.


For UAE residents, the ranking points to several areas that directly affect everyday life, from career opportunities and access to financial services to digital government and social activities.

For businesses and investors, Dubai’s fifth-place position for economic opportunities comes alongside continued FDI activity and the emirate’s long-term economic plans.

The Dubai Economic Agenda D33 aims to double the size of Dubai’s economy by 2033, while expanding trade, investment and the emirate’s role as a global business hub.

The BCG study therefore adds another international measure to a wider set of economic indicators tracking Dubai’s development.
