A major shift is coming for Indian passport services in the UAE. Indian expats will soon benefit from a simplified and more affordable system, with a unified Dh19 service fee being introduced. The change comes as Alhind Tours & Travels Pvt Ltd takes over consular service operations, replacing BLS International after years of handling these services across the Emirates.
For residents regularly dealing with passport renewals, visa applications, or OCI services, this update is expected to make the process smoother, clearer, and more budget-friendly.

What’s Changing for Indian Expats in the UAE?
The biggest update is the transition of service operations to Alhind. While the application process itself remains largely the same, everything around it — from service centres to booking platforms — will change.
Applicants will need to use a new dedicated website to book appointments and access services. The documentation requirements, processing steps, and embassy approvals will continue as before, ensuring there is no disruption in how applications are handled.
This means residents won’t need to relearn the system — just adapt to a new service provider.
Dh19 Unified Fee: What It Means for Residents
One of the most noticeable changes is the introduction of a unified service fee. Alhind has confirmed that customers will only pay Dh19 above the embassy-mandated charges.
This fee is designed to be all-inclusive. It covers additional services such as:
- Photograph services
- Photocopying
- Basic administrative support
Previously, service charges could vary depending on the provider and add-ons. This new flat fee aims to remove confusion and reduce overall costs for applicants.
For many residents, especially families managing multiple applications, this could mean noticeable savings over time.
Where Will the New Service Centres Be Located?
Alhind plans to operate across 16 locations in the UAE, making access easier for residents in different emirates.
Key locations include:
- Abu Dhabi
- Dubai
- Fujairah
- Kalba
- Khor Fakkan
The wider spread of centres is expected to reduce travel time and ease appointment pressure, especially in high-demand cities like Dubai and Abu Dhabi.
This expansion also reflects the growing Indian expat population across the UAE, where demand for consular services continues to rise year after year.
Full List of Services Covered Under the New Contract
The new outsourcing agreement covers a broad range of consular services. These include:
- Passport renewals and new applications
- Visa processing support
- OCI (Overseas Citizenship of India) cards
- Police Clearance Certificates (PCC)
- Surrender certificates
- Global Entry Programme (GEP) verification
- Attestation and miscellaneous services
Essentially, all key documentation needs for Indian residents will continue under one provider, ensuring continuity without fragmentation.
When Will the New System Start?
While an exact rollout date hasn’t been officially confirmed, Alhind has indicated that operations are expected to begin around July 1.
The company is currently finalising office setups and infrastructure across the UAE. Residents will be informed in advance about:
- New service centre locations
- Website launch details
- Appointment booking procedures
This transition period is expected to be smooth, with minimal disruption to ongoing applications.
Why Was BLS Replaced?
BLS International has handled Indian consular services in the UAE for several years. However, the company faced restrictions last year when it was temporarily barred from bidding for new Indian Mission contracts.
Although that decision was later overturned by a Delhi court, the contract shift reflects a broader move towards restructuring and improving service delivery standards.
The appointment of Alhind Tours & Travels Pvt Ltd signals a fresh approach focused on affordability, accessibility, and streamlined operations.
Who Is Alhind Tours & Travels Pvt Ltd?
Founded in Kerala in 1992, Alhind is part of a diversified group with interests in travel, foreign exchange, IT, and luxury services.
The company already has experience in handling government-related documentation. Since 2019, it has operated authorised outsourcing centres in India for attestation and Apostille services.
This background positions Alhind as an experienced player in managing high-volume documentation processes — a key requirement for handling UAE-based consular services.
The introduction of a Dh19 unified service fee and a new provider marks a significant upgrade in how Indian passport and consular services are delivered in the UAE. With more centres, simplified pricing, and a familiar application process, residents can expect a more efficient experience moving forward.
As the rollout approaches, expats are advised to stay updated on the new booking system and centre locations to avoid delays.
