Dubai will mark a significant step in its clean energy journey with the launch of its first hydroelectric power plant in Hatta, set to begin operations in April 2025.

Dubai is on the brink of a renewable energy breakthrough with the upcoming launch of its inaugural hydroelectric power plant in Hatta. This development aligns with the Dubai Clean Energy Strategy 2050, aiming to diversify energy sources and reduce carbon emissions.

Pioneering Hydroelectric Power in the GCC

The Hatta Hydroelectric Power Plant stands as the first of its kind in the Gulf Cooperation Council (GCC) region. The facility, located in the Hajar Mountains about 140 kilometers southeast of Dubai, will generate 250 megawatts (MW) of electricity and store up to 1,500 megawatt-hours (MWh). With an expected operational lifespan of 80 years, this plant signifies a long-term commitment to sustainable energy solutions.

Harnessing Water for Clean Energy

Utilizing a pumped-storage system, the plant operates by moving water between two reservoirs at different elevations. During periods of low electricity demand, surplus energy—primarily sourced from the Mohammed bin Rashid Al Maktoum Solar Park—is used to pump water from the lower Hatta Dam to an upper reservoir. When demand peaks, the stored water is released back through turbines, swiftly generating electricity for the grid. This method ensures a turnaround efficiency of 78.9%, providing a reliable and responsive energy supply.

As of February 2025, the Hatta Hydroelectric Power Plant is nearing completion, with 96.82% of the project finalized. Operational testing commenced in January 2025, and the plant is poised to begin supplying electricity to Dubai by April. The project represents a substantial investment of AED 1.421 billion, underscoring Dubai’s dedication to advancing its renewable energy infrastructure.

Supporting Dubai’s Clean Energy Vision

The establishment of the Hatta plant is a strategic component of the Dubai Clean Energy Strategy 2050, which aspires to source 100% of the city’s energy needs from clean resources by mid-century.
