UAE launches phase two of Zero Bureaucracy Programme

The UAE has officially rolled out the second phase of its Zero Bureaucracy Programme, a transformative initiative aimed at streamlining government services by eliminating digital red tape and integrating cutting-edge technologies.

Launched in 2023 under Sheikh Mohammed bin Rashid Al Maktoum, the programme aims for a streamlined government with faster, smarter services.

Red tape cut, time saved

The first phase cut 4,000+ unnecessary procedures, slashed service times by 70%, and saved residents 12 million hours.

More than 30 federal government entities collaborated on the project, reflecting a shared national commitment to administrative efficiency.

In addition to saving time, the initiative also generated substantial economic value—cutting costs for businesses and helping the government reclaim millions of working hours annually.

What’s changing in phase two?

The second phase goes even further. It targets zero digital bureaucracy by automating government transactions and deploying artificial intelligence across all digital platforms.

Among the new goals:

  • Modernisation of all government digital systems
  • Full integration of artificial intelligence
  • Round-the-clock access to services (24/7 uptime)
  • Complete removal of redundant administrative procedures
  • Enhanced data sharing and collaboration between government entities
  • Streamlined customer journeys with reduced friction

The focus is not only on faster services, but also better-designed digital experiences. With this upgrade, users will be able to access government platforms anytime, anywhere, without delays or service interruptions.

A smarter future for residents and professionals

This programme is particularly relevant for Dubai’s professionals and entrepreneurs. Phase two streamlines licensing, permits, and transactions.

For the broader public, the shift means less waiting, no paperwork, and a growing number of government tasks that can be completed in seconds, not days.

From visa renewals to business licensing, the initiative streamlines every step.

Sheikh Mohammed’s vision: “A government without complexity”

Speaking at the official launch of phase two in Dubai, Sheikh Mohammed bin Rashid reaffirmed the UAE’s commitment to building a government that operates with speed, clarity, and purpose.

He highlighted that the new phase expands upon the foundations of phase one, now setting the ambitious goal of eliminating all forms of digital bureaucracy.

He added that creating a government that offers “services without waiting times” and delivers “results that tangibly improve people’s lives” remains central to the UAE’s governance model.

A model for modern governance

The Zero Bureaucracy Programme reinforces the UAE’s position as a global leader in smart governance. By using AI, real-time data, and proactive services, the country advances digital innovation.

As more services go digital and systems become interconnected, residents can expect to see continued improvements in the way public services are accessed and delivered.

With phase two now underway, the UAE is moving closer to a future where bureaucracy no longer holds back progress. This initiative is not just about faster service—it’s about building a more agile, responsive government that puts people first.

Residents and businesses alike can look forward to smoother interactions with government departments, enhanced convenience, and systems that work around the clock—all with a strong focus on quality, security, and simplicity.
