New lane rules for delivery motorcycles take effect on November 1, 2025

Dubai Delivery Bike Lane Restrictions: What Riders Need to Know

Starting November 1, 2025, Dubai’s Roads and Transport Authority (RTA) and Dubai Police are implementing new lane restrictions for delivery motorcycles. These changes aim to improve road safety and reduce accidents involving delivery riders.


New Lane Restrictions Explained

Under the new regulations:

  • Five or more lanes: Delivery riders are prohibited from using the two leftmost lanes.
  • Three or four lanes: Delivery riders are restricted from using the leftmost lane.
  • Two lanes or fewer: No lane restrictions for delivery motorcycles.

These measures are designed to enhance traffic discipline and protect both riders and other road users.


Rationale Behind the Changes

The decision to implement these lane restrictions follows a concerning rise in traffic accidents involving delivery motorcycles. Police data indicates an increase from 854 incidents in 2024 to 962 in 2025. The police issued over 78,000 traffic violations to delivery riders in the first nine months of this year alone.

Authorities attribute these incidents to reckless riding behavior on high-speed lanes, prompting the need for stricter regulations to protect both riders and other road users.


Penalties for Non-Compliance

To ensure adherence to the new rules, the following penalties will be enforced:

  • First offense: AED 500 fine
  • Second offense: AED 700 fine
  • Third offense: Permit suspension

For riders exceeding 100 km/h on roads with speed limits of 100 km/h or above:

  • First offense: AED 200 fine
  • Second offense: AED 300 fine
  • Third offense: AED 400 fine

These fines aim to deter unsafe riding practices and encourage adherence to traffic laws.


Implementation and Awareness Campaign

RTA and Dubai Police are collaborating to install clear signage indicating restricted lanes for delivery motorcycles. A comprehensive public awareness campaign will be launched to inform riders about the new regulations. Delivery companies are also expected to play a role in educating their riders and ensuring compliance.


Recognition for Compliance

To promote adherence to the new rules, companies whose riders consistently follow the lane restrictions will be recognized under the “Delivery Sector Excellence Award.” This initiative aims to foster healthy competition among delivery operators and enhance overall traffic safety.
