UAE Health Insurance: New Scheme for Private Sector and Domestic Workers

A Landmark Change for UAE’s Workforce - All you need to know!

The United Arab Emirates is introducing a nationwide health insurance policy starting January 1, 2025, to provide comprehensive healthcare coverage for private sector employees and domestic workers. This initiative will align all emirates, including Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain, and Fujairah, with existing policies in Abu Dhabi and Dubai.

Who Does this UAE health insurance cover?

The new UAE health insurance mandate will require employers in all emirates to provide health insurance for their employees as a condition for renewing residency permits. However, the law will not immediately apply to employees with work permits issued before January 1, 2024. For these workers, the new policy will be mandatory upon the renewal of their residency permits.

Affordable Basic Coverage for All

Under the new UAE health insurance scheme, the basic insurance package costs AED 320 annually and offers two years of validity. If a visa is canceled, the premium for the second year will be refunded. This policy covers individuals aged 1 to 64 years, while workers above 64 years must submit a medical disclosure form to qualify.

A key feature of this initiative is that workers with chronic illnesses will face no waiting periods, ensuring they receive timely and necessary care.

Benefits for Employees and Employers

For employees, this policy ensures access to high-quality healthcare services, fostering a healthier, more secure workforce. Employers also stand to benefit by reducing expenses associated with uninsured workers, such as unpaid sick leaves or unexpected medical costs.

The comprehensive coverage includes:

  • Inpatient Care: Employees are responsible for a 20% co-payment, capped at AED 500 per visit, with an annual limit of AED 1,000. After reaching this limit, insurance will cover all further costs.
  • Outpatient Care: Co-payments are set at 25%, with a cap of AED 100 per visit. Follow-ups for the same condition within seven days are exempt from co-payment.
  • Medication Costs: Co-payments for medications are limited to 30%, with an annual maximum of AED 1,500.

Expanded Healthcare Network

An extensive network of medical facilities, including hospitals, clinics, and pharmacies will support the health insurance scheme. This ensures that employees and their dependents can access the necessary healthcare services.

Employers’ Responsibilities

Starting in January 2025, employers must purchase health insurance packages for their workers. They can choose the basic policy offered through the DubaiCare Network or other accredited providers. Insurance packages can be conveniently purchased via online platforms, smart applications, or business service centers.
