Saudi citizens might soon enjoy visa-free entry to Russia, as Moscow hints at lifting current travel restrictions. The possibility came into focus after a recent statement from Russian Foreign Minister Sergey Lavrov, confirming that the country is considering exempting Saudi nationals from visa requirements.
The move is seen as part of a broader effort to deepen strategic and economic ties between the two nations. As global energy and trade players, both nations see easier travel as the next step in their growing ties.
Travel Demand From Saudi Arabia to Russia on the Rise

Russia has already witnessed a dramatic surge in visitors from Saudi Arabia. The country recorded a nearly sixfold increase in Saudi tourist arrivals over the past year. Close to 52,400 Saudi nationals visited Russia in 2024—up from just 9,300 the previous year.
The sharp rise is largely credited to the introduction of Russia’s e-visa system, which was launched in August 2023. This digital upgrade made travel easier, especially for those travelling for leisure or short business trips.
Direct flight connections from Riyadh, Jeddah and Dammam to Moscow have also played a key role in facilitating this growing demand. These improved connections not only shortened travel time but also attracted first-time visitors seeking new experiences beyond the traditional European or Asian destinations.
Easing Travel to Support Economic and Cultural Goals
Lifting visa restrictions is expected to enhance cooperation in sectors such as tourism, business, and cultural exchange. Saudi tourists, known for their high spending habits, are increasingly looking for new destinations that offer both heritage and modern experiences—something Russia is now actively promoting.
By offering visa-free access, Russia aims to capture a larger share of Gulf outbound travel. It also aligns with its strategy of fostering stronger relations across the Gulf Cooperation Council (GCC) states.
A Broader Diplomatic Strategy
Russia’s approach to easing visa rules extends beyond Saudi Arabia. Earlier this year, officials finalized a similar agreement with Jordan, enabling mutual short-term travel of up to 30 days, capped at 90 days annually.
These steps point to a wider diplomatic initiative, positioning Russia as more accessible to Arab travellers and strengthening its soft power in the region. As part of this vision, offering simplified entry to Saudi citizens is a logical next step.
For Saudi nationals, the shift would mean less red tape, faster approvals, and more spontaneous travel opportunities. And for Russia, it’s a strategic opening to welcome high-value travellers, support local economies, and build goodwill with one of the most influential countries in the Arab world.
For the large number of Saudi citizens living and working in the UAE, this potential change brings added convenience. No traditional visa needed, spontaneous trips to Russia just got easier for leisure and business.
As a global travel hub, the UAE is boosting cross-border mobility, especially for GCC residents with dual access.
It also sets the stage for future travel flexibility across the region, as the Gulf states increasingly align with global destinations keen to tap into the Middle East’s outbound tourism potential.
Though the final confirmation is still pending, the signals coming out of Moscow suggest that a formal agreement may be on the horizon. If approved, Saudi nationals could soon enjoy the kind of visa-free access that makes travel to Russia as easy as booking a flight.
Evolving ties between Russia and Gulf nations find momentum in tourism as a mutual connector.
