UAE Ministry Announces Strict Penalties for Illegal Fundraising Activities During Ramadan

Fines of up to Dh500,000 and Even Imprisonment

In a move to ensure that charitable donations during Ramadan are handled with integrity, the UAE Ministry of Community Development has introduced strict guidelines against unauthorized fundraising activities. Those caught collecting funds without proper approval could face hefty fines of up to Dh500,000 and even imprisonment.

Only Approved Entities Allowed to Collect Ramadan Donations

The Ministry has given the green light to only 34 entities, including charitable organizations and government institutions, to collect donations during Ramadan. Mohammed Naqi, Director of the Non-Benefit Public Associations Department, stressed the importance of sticking to these regulations to prevent misuse of funds.

Heavy Penalties for Violations

Individuals or entities found violating these rules face severe consequences. Fines ranging from Dh200,000 to Dh500,000, or even imprisonment, await those who flout fundraising guidelines. Additionally, misusing donation funds can result in fines ranging from Dh150,000 to Dh300,000, while falsely claiming charitable status incurs a Dh100,000 penalty.

Awareness Campaign Urged

To prevent the exploitation of donors, the Ministry is urging the public to be vigilant and verify the legitimacy of entities collecting donations. Donors are encouraged to ensure that the organizations they donate to are certified by competent authorities.

Restaurants Restricted from Direct Distribution

Restaurants are barred from directly distributing food boxes during Ramadan. While they can accept donations to prepare meals, distribution must be coordinated with charitable associations.

Permissible Fundraising Methods

The Ministry has outlined various acceptable methods for fundraising, including cash, in-kind, or digital donations through channels such as SMS, bank transfers, and social media. However, unauthorized campaigns or actions, including financial speculation with donation funds, are strictly prohibited.

Monitoring and Reporting

To ensure compliance, the Ministry and local authorities will conduct intensified monitoring and field visits to licensed entities. Community members are encouraged to report any suspected illegal fundraising activities through the Ministry’s website or hotline.

Verified Donation Channels

A list of institutions, charitable associations, and government agencies licensed to collect donations has been provided to help donors contribute to humanitarian causes through verified channels.

The Ministry’s measures aim to maintain the spirit of generosity during Ramadan while ensuring transparency and accountability in charitable endeavors. By adhering to these regulations, the UAE seeks to protect the integrity of donations and uphold its commitment to philanthropy and social welfare.
