UAE Brings Back Midday Work Ban to Protect Labourers from Summer Heat

As the UAE braces for another season of high temperatures, authorities have announced the return of the UAE midday work ban, an annual safety measure aimed at safeguarding outdoor labourers from dangerous heat exposure.

Implemented by the Ministry of Human Resources and Emiratisation (MoHRE), the policy will take effect from June 15 to September 15, prohibiting work in direct sunlight from 12:30 PM to 3:00 PM daily.

This decision reflects the country’s commitment to prioritising worker welfare, particularly for those employed in sectors like construction, landscaping, and outdoor maintenance.

Temperatures in the UAE during summer often exceed 45°C, posing serious risks such as heatstroke, dehydration, and exhaustion for those working outside. The midday break rule helps mitigate these dangers by enforcing a period of rest when heat levels are most intense.

What the Ban Requires from Employers

Under the regulation, employers must ensure that no work is carried out during the restricted hours in open areas exposed to direct sunlight. More than just a pause in activity, the law comes with a set of supporting responsibilities. These include:

  • Providing shaded or indoor rest areas for workers
  • Supplying adequate drinking water and cooling aids
  • Keeping first aid kits accessible
  • Ensuring clear signage of work timings at job sites

Companies display bilingual notices at job sites to clarify midday work timings and safety protocols for all employees.


Strict Penalties for Non-Compliance

Authorities have made it clear that failure to comply will attract hefty penalties. Businesses found violating the midday ban can be fined AED 5,000 per worker, up to a maximum of AED 50,000 for multiple breaches.

Regular inspections are carried out during the summer to ensure adherence. Additionally, the public can play a role by reporting violations through official government channels or mobile apps designed to support worker rights.


Are There Any Exceptions?

Yes, but they are limited and regulated. Certain critical roles that require uninterrupted outdoor work may be exempt, such as:

  • Emergency repairs for essential services
  • Asphalt or concrete work that cannot be delayed
  • Projects with special permits due to public interest

Employers must provide maximum protection, including shaded areas and frequent breaks, for midday workers.
