UAE Takes Bold Steps Against Single-Use Plastics: Up to Dh2,000 Fine for Violations

In a momentous environmental move, Dubai has officially enforced a ban on single-use plastics from January 1, 2024, aligning with the federal government’s nationwide initiative announced in January 2023. The goal is to combat pollution, reduce plastic consumption, and establish federal regulations to ensure a sustainable future.

Nationwide Regulations:

Effective January 1, 2024, a comprehensive ban is in place, covering the import, production, and circulation of single-use plastic shopping bags. The scope expands to include a ban on single-use materials like cups, plates, cutlery, containers, and boxes, starting January 1, 2026.

Certain exemptions apply, including thin bag rolls for food preservation, labeled goods for export or re-export, and bags made from recycled materials within the country.

Dubai’s Pioneering Guidelines:

Dubai’s commitment to environmental responsibility is underscored by stringent regulations covering disposable and recycled products. The ban extends to packaging materials used in food delivery, fruit and vegetable wrapping, plastic containers, and thick plastic bags.

Penalties for single-use plastics Violations:

Violators in Dubai are subject to a fine of Dh200, doubling for repeated offenses within a year, with a maximum penalty of Dh2,000. Those affected have the option to contest penalties by submitting grievances within ten working days from the date of notification.

Applicability Across Dubai:

Dubai’s ban encompasses sellers and consumers throughout the emirate, spanning private development zones and free zones like the Dubai International Financial Centre.

Exemptions in Dubai:

While comprehensive, Dubai’s ban does exclude specific items like rolls of thin bags for packing perishables, labeled goods intended for export or re-export, and certain single-use plastic products.

Future Phases:

Looking ahead, Dubai plans to extend the ban on various single-use plastic products. Starting January 1, 2025, plastic stirrers, table covers, cups, styrofoam food containers, plastic straws, and plastic cotton swabs will be prohibited. Further restrictions will be in place from January 1, 2026, encompassing plastic plates, food containers, tableware, and beverage cups with plastic lids.
