Ras Al Khaimah’s Department of Public Services has confirmed that a major development project will commence on Monday, September 1, along Sheikh Mohammed bin Salem Road (E11). The works will require phased road closures and diversions, starting near Al Hamra Roundabout and extending to the junction with Sheikh Mohammed bin Zayed Road (E311).
The project forms part of a wider plan to modernise the emirate’s infrastructure, support future growth, and provide safer and more efficient travel for residents and visitors.

Phase one: widening and utility upgrades
The first phase will focus on expanding the road from two lanes to four lanes in each direction, supported by a dedicated service road. This addition is expected to improve traffic flow for local users and reduce congestion during peak hours.
Essential utility networks will also be upgraded, including electricity, telecommunications, irrigation, and rainwater drainage. Modern LED lighting will be installed along the stretch, enhancing safety and visibility.
To ensure continued traffic flow, a 2 km temporary road will be introduced, helping motorists navigate around the construction zones with minimal disruption.
Phase two: bridges and tunnels at key junctions

The second phase of the project is set to deliver major traffic improvements through the construction of new bridges and tunnels at four critical locations. These include:
- Dolphin Junction (S4)
- E11–E311 Junction (D1)
- Red Tunnel (S3)
- Mina Al Arab Tunnel (F1/F2)
Once complete, these upgrades will allow smoother transitions across intersections, improve connectivity with other emirates, and provide long-term capacity for Ras Al Khaimah’s growing population.
Alternative routes and diversions
During both stages, diversions will be implemented to maintain traffic flow. In Phase One, closures around Al Hamra Roundabout will divert vehicles to alternative paths, while Phase Two will introduce additional temporary lanes to help keep congestion under control.
Motorists are advised to plan, follow signage, and allow extra travel time during the construction period.
A step forward for Ras Al Khaimah’s transport network
The Department of Public Services emphasized that the project is designed to align with the emirate’s long-term development objectives. By combining road widening with smart traffic management systems, modern utilities, and new junction infrastructure, the E11 corridor will become a more efficient and resilient route.
For residents commuting between Ras Al Khaimah and Dubai, the upgrades are expected to reduce bottlenecks and create a safer, more reliable driving experience.
