Is Your Cat Legal? Abu Dhabi Begins Crackdown on Unregistered Pets!

The Department of Municipalities and Transport (DMT) rolls out the

If you’re a pet parent in the capital, your “paw-some” roommates are about to get their very own official UAE ID. Starting February 3, 2026, Abu Dhabi has officially made it mandatory for all dogs and cats to be registered under the new Animal Ownership System.

The initiative, launched by the Department of Municipalities and Transport (DMT), isn’t just about paperwork. It’s a major step toward making Abu Dhabi one of the most pet-friendly and organized cities in the region. Whether you have a playful Saluki or a couch-potato Persian, here is everything you need to know to stay on the right side of the law.

What is the New “Family Space” System?

Authorities are calling this the “Family Space” framework. The goal is simple: to create a centralized digital database where every pet is linked to its owner via the TAMM platform.

By having a digital record of every cat and dog, the government can better manage vaccination schedules and track health trends. Most importantly, it helps reunite lost pets with their families much faster. We’ve all seen the frantic “Lost Dog” posts on community Facebook groups from Al Reem to Khalifa City; this system aims to make those a thing of the past. If a registered pet is found, a quick scan of its microchip at any vet will bring up the owner’s contact details instantly.

Don’t Panic: The Grace Period and Costs

The best news for your wallet? Registration is currently free. The DMT has also introduced a generous one-year grace period for individual pet owners. This means you have until February 2027 to get your pets sorted without facing any penalties. However, if you run a pet shop, a shelter, or a breeding business, the clock is ticking faster—commercial entities only have six months to comply.

Once the grace period ends, the “soft approach” stops. Failure to register your pet will result in a Dh1,000 fine, while failing to renew the annual registration could cost you Dh500.

A Step-by-Step Guide to Registering Your Pet

The process is designed to be frictionless, but it does require a trip to the vet. You cannot complete the registration entirely from your sofa just yet.

  • Visit a Licensed Vet: Take your pet to any licensed veterinary clinic in Abu Dhabi.
  • The Health Check & Microchip: The vet will perform a medical exam and ensure vaccinations are up to date. If your pet isn’t microchipped yet, this is the time to do it. The microchip is mandatory as it serves as the pet’s digital ID.
  • Data Upload: The clinic will upload the medical records and microchip number directly to the government portal.
  • Confirm on TAMM: You will receive a notification. Log in to the TAMM app using your UAE Pass, navigate to the “Family Space” section, and confirm ownership.
  • Get Your Certificate: Once confirmed, you’ll receive an official Animal Ownership Certificate and a pet tag with a unique number.

Pro Tip: Dog owners will also be provided with a small sign to display at the entrance of their homes, which is a legal requirement in many residential areas to alert visitors and emergency services.

Pets in Abu Dhabi

Abu Dhabi Culture

This move follows a string of pet-friendly updates in the capital. Just recently, Abu Dhabi began allowing cats and dogs into certain hotels and restaurants with outdoor terraces. By making registration mandatory, the city ensures that only vaccinated and healthy pets are interacting in these public social zones, keeping both the animals and the community safe.

It also addresses the serious issue of animal abandonment. Following past incidents where pets were left behind, this system holds owners accountable. It ensures that owning a pet is seen as a lifelong commitment, not a temporary hobby.

Impact on Dubai Residents

While this law specifically targets Abu Dhabi, many Dubai-based pet owners who frequently travel to the capital for weekend stays at pet-friendly resorts like the W Abu Dhabi – Yas Island should take note. If you are a resident of Abu Dhabi, the law applies to you immediately. For those visiting from other Emirates, ensure your pets are always microchipped and carrying their vaccination booklets, as inter-emirate travel rules continue to evolve.
