RTA brings Parsons on board for Dubai Metro Blue Line project

The Roads and Transport Authority brings on board US-based Parsons to lead design review, procurement, construction supervision, and testing of Dubai’s major metro expansion

Dubai’s transport authority has taken a key step in expanding the city’s metro network with the appointment of Parsons Corporation as the project management consultant for the Dubai Metro Blue Line. The US-headquartered firm, which has a strong presence across the Middle East, will lead various aspects of the project including design review, procurement processes, construction supervision, and final testing before operations begin.

This collaboration supports Dubai’s wider objective to build a smarter, more connected urban mobility system, and aligns with long-term goals outlined in the city’s urban development vision.

Connecting communities through smarter infrastructure

The Blue Line is not just another rail addition; it’s part of a strategic effort to extend metro access to emerging and residential districts across Dubai. The line will serve rapidly growing areas such as Dubai Creek Harbour, International City, Al Warqa, and Dubai Silicon Oasis, connecting them directly with the wider metro network.

With both underground and elevated sections, the route is designed to ensure smooth integration with the Red and Green Lines, offering new interchange stations and stronger east-west connectivity.

By easing traffic flow and improving public transit availability in areas previously underserved, the Blue Line will help support Dubai’s population growth and evolving commuting needs.

Parsons to oversee full project lifecycle

Parsons has been chosen for its extensive regional experience and proven track record in managing large-scale infrastructure programmes. The company’s role will span the full lifecycle of the project—from validating engineering design to managing tender procedures, overseeing on-site construction, and leading final commissioning checks.

The scope of Parsons’ responsibilities includes:

  • Technical design validation to ensure compliance with standards
  • Support for procurement and contract management
  • Day-to-day construction supervision
  • Quality and safety audits during build phase
  • Testing and commissioning of systems ahead of public launch

This comprehensive involvement ensures the project is delivered safely, efficiently, and within the high standards expected from Dubai’s public infrastructure projects.

Supporting Dubai’s long-term transport strategy

The development of the Dubai Metro Blue Line is an integral component of the city’s long-range transit plans. It supports Dubai’s 2030 public transport goals and eases congestion on key roads.

Designed to serve both residential and commercial hubs, the Blue Line will significantly boost access to mobility options for communities previously reliant on car travel or buses. With its strategic routing, the line will also enhance the efficiency of feeder systems, including nol-based smart payments and last-mile connections.

By connecting suburban and central areas swiftly, the project meets transport needs and supports Dubai’s smart city vision.

Infrastructure investment backed by global expertise

Parsons’ involvement comes at a critical time as Dubai steps up efforts to invest in high-capacity, future-proof transport systems. The company has worked on complex mobility solutions across the GCC and brings valuable local insights paired with global engineering standards.

This isn’t Parsons’ first major engagement in the region—they have been part of several UAE infrastructure projects, adding credibility and technical strength to the Blue Line’s execution.

Their appointment underlines RTA’s strategy of collaborating with established international partners to deliver projects that align with Dubai’s high expectations for design, technology, and passenger experience.

What lies ahead for the Blue Line?

While a final launch date has not been confirmed, key milestones are expected in phases over the coming years. The design and procurement stages will set the tone for smooth construction rollout, with detailed engineering and tender packages already in motion.

Upon completion, the Dubai Metro Blue Line will feature:

  • Over 30 kilometres of track
  • Multiple interchange stations with Red and Green Lines
  • Seamless links to growing neighbourhoods
  • Capacity to handle tens of thousands of daily riders

The new line enhances daily commutes and boosts property values, business growth, and urban sustainability across connected zones.

Parsons’ appointment marks key progress in Dubai Metro’s Blue Line, advancing efficient, inclusive, and smart mobility for the city’s growth.

Residents can expect easier metro access, lighter traffic, and reliable public transport as a daily norm in Dubai.
