Owners will be required to renew the certificate after the validity period ends. Renewal procedures and conditions will be determined through decisions issued by the Chairman of the Executive Council of Dubai.

What the Law Means for Building Owners?
The regulation places clear responsibilities on property owners.
According to the law, building owners must obtain the required Quality and Safety Certificate once construction is completed. If inspections reveal any structural or technical defects, owners are responsible for fixing them before certification is granted.
This also applies to unit owners governed under Dubai’s Joint Property Ownership Law.
Owners must ensure regular maintenance and follow procedures issued by the relevant authorities.
Failure to comply with the law could lead to significant penalties.
Fines for violations range from Dh100 to Dh1,000,000 depending on the severity of the offence. If the same violation occurs again within two years, the fine may double and reach up to Dh2,000,000.
